In verses 5-8 The Mosaic Covenant is inaugurated. It is this conditional covenant, not the unconditional Abrahamic or Davidic Covenants, which Jesus refers to as the “OLD Covenant” in comparison to the “New Covenant” of Matthew 26:26-30.
What does the blood on the altar symbolize?
God’s forgiveness and ACCEPTANCE of the offering

The people being bound to OBEDIENCE by a blood oath
